The number of words spoken in a minute is the average speech rate which can vary greatly from person to person depending on a number of factors.  
 
When the speaker speaks less than 110 words per minute, it said to be a slow speech. Conversational speech rate varies from 120 words to 160/200 words per minute. This speaking is referred to as habitual speaking and is different from how you speak in terms of professionalism.  
 
The average speech rate while debating cannot be stated in terms of words per minute. It has to be understood here that speech rate while debating has to be a blend of both slow and conversational speech rate meaning a flexible rate of speech.  
 
It needs to be emphatic and assertive and create an impact. This can only be done when you modulate your speech rate to being slow, then a little fast to medium. Slow speech rate gives the audience time to grasp but does let them get bored because you immediately come from slow to a fast rate of speech showing your passion about a subject or topic.  
 
Thus ideally your speech rate while debating should approximately vary between 120 to 200 words per minute.
